Do what is right! Why are prime ministers, senators and presidents rich? Lets think positively. When you are a prime minister or some position equivalent like that and if you have less amount of money paid by the government what will you do? Bribe? No, in my point of view I wouldn't do that or making use of the tax money. I would take advantage of the business opportunity. That is a legal way to make more money and be richer. I believe that is the whole point why they are rich don't you think so? So please don't just blame the powerful people while you know NOTHING! Think logically.
